Charter D-001 - Wildoria Neutrality Treaty

"Within these borders no arms may be drawn. Every citizen of every race is equal under this charter."

D-001 is not an article of the Penal Code. It sentences no one. It is a charter: a standing settlement between the powers, and the reason the capital exists at all as somewhere all of them can stand at once.

What the Charter Holds​

Two things, and it is short enough that most citizens can recite both:

  • No arms are drawn inside Wildoria city. Whatever a citizen carries through the gate stays sheathed while they are within the borders.
  • Every citizen of every race is equal under the charter. A power's quarrel with a traveler does not follow them inside. Neither does a power's favor.

Who Enforces It​

The Wildoria Council does, and it is the only body that could: seated in the city, drawn from every race, and owing its standing to no single power. A faction that tried to enforce the charter itself would be making the charter into its own instrument, which is precisely what the treaty exists to prevent.

Why It Matters to a Traveler​

Every other law in this section is territorial. It attaches to ground a power claims, and it changes when the ground does. D-001 is the one place on the map where that stops being true. A citizen wanted by half the world can stand in the capital and be, for as long as they are inside the borders, simply a citizen.
